12 Men and 12 Women teams, namely eight (8) finalist teams of 4 Continental Championships (Asia & Oceania, Europe, South America, and North, Central America & Caribe) and one (1) winner of African Continental Championship, and two (2) teams nominated by FIVB/Organizing Committee, and lastly one (1) team from the host country - Japan.

A quadrennial competition - one of the three major official international volleyball competition, together with the Olympic Games and the World Championship sponsored by International Volleyball League.
Men's and Women's Cup had been hosted since 1977 in Japan.
And it has become an Olympic Qualifier since 1991.
As for the World Cup 2003 its top 3 finishers will be qualified for the Olympic Games 2004 in Athens.
